"Ensure Scrutiny of All Election-Related Expenses" - Expenditure Observers
Sriganganagar - As per the directives of the Election Commission of India for the Rajasthan Legislative Assembly General Elections 2023, the training program for the personnel appointed in the Election Expenditure Observers' office was conducted on Tuesday at the District Council Auditorium. Mr. Sunil Kisan Agawane, the Expenditure Observer for the Karanpur, Suratgarh, Raisinghnagar, and Anupgarh constituencies, chaired the training session.
During the program, Mr. Agawane emphasized the need for continuous monitoring of all election-related expenses. He mentioned that candidate expenses would commence from the nomination filing itself. Therefore, regular scrutiny of candidates' rallies, meetings, and other election-related expenses is crucial. He also explained how election expenses would be accounted for in the candidates' records.
Mr. Agawane also stressed the importance of documenting expenses related to video recording and photography in connection with the election. He suggested that if regular monitoring and expense records are maintained, it will help avoid issues. He also advised collecting all kinds of bills and vouchers regularly and proper examination of these documents.
Discussing Form E-1, he mentioned that if any space is left blank by the candidate, it should be filled based on the information provided by the candidate. He suggested coordinating with the candidate to work together and set up an account team. He highlighted the need for regular monitoring of election expenses and the importance of cross-checking all kinds of bills.
In the context of cash registers, he emphasized the need for proper monitoring and advised candidates to make regular entries for expenses. He urged for the documentation of all types of bills and invoices.
In attendance during the training program were the Sweep Coordinator and CEO of the District Council, Mr. Bhavani Singh Panwar, Mr. Kishan Kumar Sharma, Mr. Hansraj Joshi, and other officials responsible for various departments.
