### Nirmala Sitharaman Displays Confidence in Budget Debate

Finance Minister Nirmala Sitharaman showcased remarkable confidence while responding to the budget discussion in Lok Sabha on Tuesday. She highlighted the tradition of the "halwa ceremony," emphasizing its significance in marking auspicious beginnings in India.

Sitharaman criticized the Karnataka Congress government, accusing them of corruption. She pointed out that Congress leaders admitted to a scam, albeit claiming it was for a smaller amount than alleged. She also rebutted opposition claims of neglecting Bihar and Andhra Pradesh in the 2024 budget, citing past budgets where many states were not mentioned but still received funds.

Sitharaman presented the Modi government's first budget of its third term on July 23. She addressed concerns by stating that Andhra Pradesh was allocated ₹15,000 crore to expedite solutions under the Andhra Pradesh Reorganization Act, focusing on infrastructure like water, electricity, railways, and roads.

Responding to opposition criticism of insufficient social sector allocations, Sitharaman stated that the government's spending has increased significantly post-COVID to maintain high growth rates. She emphasized that no state is denied funds, and fiscal deficit targets are being met, aiming to reduce the deficit to below 4.5% by 2025-26.

Additionally, she mentioned a ₹17,000 crore budget for Jammu and Kashmir, including ₹12,000 crore for police funding, aiming to accelerate the region's development. Unemployment in Jammu and Kashmir has decreased, showcasing positive impacts.

She also highlighted increased allocations for agriculture and education compared to 2013-14, with the budget for agriculture rising to ₹1.52 lakh crore and education to ₹1.48 lakh crore.

### Rahul Gandhi's Response to Anurag Thakur

Before Sitharaman's reply, opposition leader Rahul Gandhi addressed the treasury benches, expressing his willingness to endure insults for advocating for Dalits, Adivasis, and backward classes. He emphasized his commitment to passing the caste census, likening his focus to Arjuna's in the Mahabharata.

Gandhi stated that he doesn't seek an apology from Anurag Thakur for any insults, reaffirming his dedication to his cause despite the criticism. 

Sitharaman made no additional announcements during her reply, leaving further declarations to be observed as the budget process continues.
