Memorandum Submitted to Chief Minister for HRA Increase

### Demand to Include Udaipur in Y Category for House Rent Allowance

Udaipur, November 6. Rajasthan Private Assistant Cadre Federation submitted a memorandum addressed to the Chief Minister through the District Administration on Thursday, demanding that Udaipur city be reclassified from the ‘Z’ category to the ‘Y’ category for House Rent Allowance (HRA).

In the memorandum submitted to Additional District Collector Dipendra Singh Rathore, the federation argued that as Udaipur is a prominent tourist city, house rents here are significantly higher than in other cities, while government employees currently receive only 10 percent HRA. It was mentioned that most government employees are receiving allowances far lower than their actual rent expenses, forcing low-salaried staff to spend a major portion of their income on rent.

The memorandum also pointed out that according to the Urban Development Department’s notifications, 46 new villages have been added to the Udaipur Municipal Corporation area within the last year, increasing the total number of wards to 80. As per the 2011 census, the city’s population was 5.73 lakh, which has now exceeded 7 lakh. According to the 7th Pay Commission, this population qualifies Udaipur for the ‘Y’ category.

District President Chandresh Jain stated that even Ajmer was included in the ‘Y’ category despite not meeting the population criteria, based on cost of living and inflation considerations. Similarly, Udaipur’s inclusion in the ‘Y’ category would be justified and beneficial for employees. The federation has requested the Chief Minister to approve HRA for Udaipur city employees as per the ‘Y’ category norms to provide them with much-needed relief.
