Udaipur Raised in Parliament: Need to Promote Underground Mining in Scheduled Areas, Says MP Dr. Rawat

• Demand raised under Rule 377 in Parliament
• Highlights large-scale damage caused by open-cast mining

Udaipur: Member of Parliament Dr. Mannalal Rawat raised a demand in Parliament to promote underground mining in Scheduled Areas through a dedicated policy framework, modern technology, and adequate resources. He emphasized that such measures are essential to protect the livelihood, faith, and environment of tribal communities while developing a balanced and sustainable mining model.

Speaking under Rule 377 in Parliament, Dr. Rawat stated that most of the country’s major mining zones—covering coal, aluminium, iron ore, and other minerals—are primarily located in tribal-dominated and Scheduled Areas. The tribal communities residing in these regions continue to face poverty, limited livelihood opportunities, and socio-economic inequalities. Their lives and income sources are closely linked to nature, forests, and minor forest produce, which form an integral part of their cultural identity, faith, and traditional way of life.

Dr. Rawat pointed out that the prevailing practice of open-cast mining has led to large-scale land acquisition, distressing displacement, environmental degradation, and social unrest, adversely impacting the life cycle of tribal societies. In contrast, underground mining requires less land, causes minimal displacement, and is more environmentally sustainable. However, its adoption in the country remains limited.

Aligning with the vision of a “Developed India” and the government’s reform-driven approach, Dr. Rawat urged the formulation of a dedicated policy to encourage underground mining in Scheduled Areas. He called for the adoption of advanced technology and allocation of necessary resources to ensure the protection of tribal livelihoods, faith, and environment, while fostering a balanced and sustainable mining framework.
