Active Ground-Level Presence of Officials is Key to the Success of Schemes - Panchayati Raj Minister Madan Dilawar

Udaipur — During his visit to Udaipur on Tuesday, Education and Panchayati Raj Minister Madan Dilawar chaired a divisional-level review meeting of the Panchayati Raj Department. The meeting, held at the Zila Parishad auditorium, focused on a detailed evaluation of the progress of key government schemes, with directions to ensure effective implementation at the grassroots level.

The minister reviewed major schemes including Swachh Bharat Mission (Rural), Annapurna Rasoi (Rural), Atal Gyan Kendra, Pradhan Mantri Awas Yojana, SVAMITVA Scheme, and Mukhyamantri Jan Swavalamban Abhiyan. He emphasized that the benefits of these schemes must reach the last mile and warned that any negligence would not be tolerated.

MLAs Tarachand Jain and Phool Singh Meena, former Deputy District Head Pushkar Teli, and several public representatives were present at the meeting. Officials including CEOs of Zila Parishads, ACEOs, BDOs, and Assistant Engineers from all districts of the division also attended. The meeting began with a welcome address by Zila Parishad CEO Riya Dabi.

Strict Instructions on Night Stay in Villages

Minister Dilawar issued clear directions that officials must spend adequate time in the field to understand real ground conditions. He mandated at least four night stays per month in villages, instructing officials to remain in villages from 6 PM to 6 AM.

He said that such stays would help officials better understand rural issues and enable prompt resolution through direct interaction with villagers. He also instructed officials to mandatorily attend public hearings at the gram panchayat and block levels and ensure timely redressal of grievances.

Firm Action Against Encroachments

The minister directed strict removal of encroachments from public spaces such as cremation grounds, playgrounds, ponds, and public रास्ते (roads). He instructed officials to act without any pressure and ensure protection of public resources.

Focus on Cleanliness and Waste Management

Emphasizing sanitation, he directed strengthening of regular cleaning systems in villages. Proper waste collection and segregation should be ensured, and sanitation workers must be paid above minimum wages.

Priority for Landless Families

The minister instructed that landless families, including denotified, nomadic, and semi-nomadic communities, should be given priority in land allotment or lease distribution. He stressed the need for concrete steps toward their social and economic empowerment.

Accountability and Results-Oriented Approach

Minister Dilawar stressed accountability along with effective implementation. He directed officials to regularly monitor schemes and achieve targets within stipulated timelines. Progress reports were presented during the meeting, and challenges in implementation were also discussed.

He made it clear that no laxity would be tolerated in accelerating rural development in line with the government’s vision. He also emphasized making all offices polythene-free.

Launch of School Enrollment Campaign Poster

Earlier, Minister Dilawar released the poster for the new enrollment campaign of the Sanskrit Education Department. The poster provides detailed information about facilities available to students upon admission to schools.

On this occasion, Udaipur Rural MLA Phool Chand Meena, social worker Pushkar Teli, and Special Officer Abhay Singh Rathore from the Sanskrit Education Department were also present.
