Speakers’ Committee Reviews Ways to Strengthen Legislative Committees in Jaipur

Jaipur : A high-level committee of presiding officers from seven states, constituted by Lok Sabha Speaker Om Birla to review the committee system of legislative bodies across the country, held its second review meeting on Tuesday in Jaipur at the Manthan Hall of the Constitution Club of Rajasthan. The meeting was hosted by Rajasthan Assembly Speaker Vasudev Devnani and chaired by Madhya Pradesh Assembly Speaker Narendra Singh Tomar.

The committee is expected to submit its recommendations to the Lok Sabha Speaker in June.

After the meeting, Devnani stated that the committee primarily discussed making legislative committees more effective, increasing the participation of MLAs, and bringing uniformity in the functioning of committees across all states.

The meeting was attended by Madhya Pradesh Assembly Speaker Narendra Singh Tomar (Chairman of the committee), Uttar Pradesh Assembly Speaker Satis Mahana, Himachal Pradesh Assembly Speaker Kuldeep Singh Pathania, Odisha Assembly Speaker Surama Padhy, and Sikkim Assembly Speaker Mingma Norbu Sherpa. The West Bengal Assembly Speaker did not attend the meeting.

Warm Welcome with Rajasthani Traditions

The meeting began with floral tributes to Goddess Saraswati and lighting of the ceremonial lamp. Speaker Vasudev Devnani welcomed all visiting Speakers by draping them with traditional scarves and presented them with metallic camel replicas as souvenirs.

Cultural performances including “Padharo Mhare Desh” on sarangi, Kachhi Ghodi dance, and puppet shows left the guests deeply impressed. The visiting dignitaries also wore traditional Rajasthani turbans and viewed an exhibition of local handicrafts.

Committees are Mini-Parliaments: Discussion on Standardization

Devnani said that detailed discussions were held on bringing uniformity in the functioning of legislative committees across the country. He emphasized that committees are like “mini versions of the House” and play a crucial role in strengthening democracy.

The committee deliberated on increasing MLA participation, improving evaluation processes, ensuring timely action on committee reports by state governments, and enabling structured discussions on reports in the House.

Recommendations Likely in June

Devnani informed that the functioning of committee systems across states has been studied and there is a need to make them more active and efficient. It was decided that the committee’s report will be submitted to Lok Sabha Speaker Om Birla in June. If required, another meeting may be held before finalizing the report.

Committees Strengthen Democracy

He further stated that Parliament and state assemblies play a vital role in democracy, and uniformity in committee systems is essential to further strengthen democratic traditions. Committees also help in delivering justice to citizens and support legislative research.

This was the second meeting of the committee; the first was held in Bhopal.

Chief Minister Bhajan Lal Sharma Meets Delegates

Rajasthan Chief Minister Bhajan Lal Sharma met the visiting Assembly Speakers during a luncheon at the Constitution Club.

He said it was a matter of pride for Rajasthan to host such an important national-level meeting. He added that such interactions provide a strong platform for exchange of ideas and help enrich parliamentary traditions and processes.

The Chief Minister expressed confidence that such meaningful deliberations would deepen inter-state cooperation and contribute to making democratic institutions more effective, transparent, and accountable.
