Prime Minister’s Viksit Bharat Rozgar Yojana: A New Chapter in Employment and Social Security for a Developed India

Udaipur: India is currently witnessing a historic phase of transformation in which the benefits of economic growth are increasingly reaching the country’s youth and workforce. Under the leadership of Prime Minister Narendra Modi, the Government of India’s vision extends beyond merely achieving higher economic growth rates. It aims to build a robust framework that ensures dignified employment opportunities and social security for every worker. To translate this vision into reality, the government has launched the Prime Minister’s Viksit Bharat Rozgar Yojana (PM-VBRY), a landmark employment-linked incentive scheme that is poised to redefine India’s labour landscape.

About PM-VBRY

The Prime Minister’s Viksit Bharat Rozgar Yojana is a flagship employment-linked incentive scheme of the Government of India. Its primary objective is to expand formal employment, encourage young people entering the workforce for the first time, and provide financial support to employers for creating new jobs.

The government has allocated a substantial outlay of ₹99,446 crore for this transformative initiative. The scheme aims to generate more than 3.5 crore new jobs across the country over the next two years, including approximately 1.92 crore first-time entrants into the formal workforce.

Benefits for Both Employers and Employees

One of the scheme’s key strengths is its balanced and practical design, which benefits both employees and employers. It is broadly divided into two categories.

Category I: Supporting First-Time Workers and Encouraging Savings

Under this component, young individuals registering with the Employees’ Provident Fund Organisation (EPFO) for the first time and earning a monthly salary of up to ₹1 lakh are eligible for an incentive equivalent to one month’s salary, subject to a maximum of ₹15,000.

The incentive is transferred directly through an Aadhaar-linked Direct Benefit Transfer (DBT) mechanism in two installments:

  • The first installment is released after six months of continuous employment.

  • The second installment is released after twelve months of service and successful completion of a mandatory financial literacy programme.

A portion of the second installment is kept in designated savings or financial instruments for a specified period, encouraging young workers to develop a culture of savings from the beginning of their careers.

Category II: Incentives for Employers Creating New Jobs

This component provides direct support to employers who recruit additional workers. Companies and establishments hiring new employees are eligible to receive incentives of up to ₹3,000 per month per additional employee for a period of two years.

The incentive is credited directly to bank accounts linked with the employer’s PAN. To promote manufacturing and strengthen India’s position as a global manufacturing hub, this support has been extended to four years for enterprises operating in the manufacturing sector.

To qualify under the scheme:

  • Small establishments with fewer than 50 employees must create at least two new jobs.

  • Larger establishments with 50 or more employees must create at least five additional jobs.

Tangible Results on the Ground

The scheme has already begun delivering measurable outcomes.

As of March 2026, under Category I, incentive payments totaling ₹247 crore have been disbursed to 4.41 lakh first-time employees across the country.

Under Category II, financial assistance amounting to ₹214 crore has been provided to 17,551 establishments, enabling them to create a record 6.46 lakh additional jobs.

Further strengthening the initiative, Prime Minister Narendra Modi is scheduled to distribute ₹2,400 crore in incentives through a single-click transfer during a national programme on June 19, which is expected to support the creation of an additional 15 lakh jobs.

Building a Strong Foundation for a Developed India

The Prime Minister’s Viksit Bharat Rozgar Yojana is more than a financial incentive programme. It represents a nationwide effort to formalize the workforce and extend social security coverage to millions of workers.

A developed India can only be realized when young citizens become economically self-reliant and industries are empowered to expand employment opportunities without undue financial burden. The scheme serves as a strong bridge between self-reliant youth and empowered employers, contributing significantly to the vision of a Viksit Bharat (Developed India).

As part of a nationwide celebration on Friday, 200 regional events will be organized simultaneously across India. In Udaipur, a regional programme will be held at the Chamber of Commerce and Industry Auditorium from 4:00 PM onwards, bringing together public representatives, government officials, employers, and employees.
