Udaipur, “The National Education Policy 2020 is not merely a policy document—it is a living vision and the life force of India’s development,” said Legislative Assembly Speaker Vasudev Devnani, addressing the inaugural session of the National Convention and Seminar organized by Mohanlal Sukhadia University’s Non-Teaching Employees’ Association. Speaking as the Chief Guest on the theme “Participation of Public Representatives in the NEP”, Devnani emphasized that NEP 2020 lays the foundation for shaping a new generation imbued with the spirit of Nation First, ultimately guiding India toward becoming a Vishwa-Guru.

Devnani shared that he had contributed to giving the final shape to the policy alongside Dr. Kasturirangan, and stressed the need for coordinated efforts from teachers, non-teaching staff, and public representatives. Public representatives, he noted, provide grassroots insights that enhance the authenticity and relevance of policy implementation. He highlighted that NEP 2020 replaces the outdated Macaulay-era mindset of rote learning with a more holistic, student-centric approach, including a strong emphasis on mother-tongue education and strengthening the foundational infrastructure of universities.

Kulguru Prof. B.P. Saraswat’s Visionary Call for Stronger Infrastructure

Presiding over the session, Vice-Chancellor (Kulguru) Prof. B.P. Saraswat delivered a thoughtful and powerful address that resonated deeply with the academic community. He affirmed that successful implementation of NEP 2020 requires more than policy enthusiasm—it demands structural readiness at the university level.

Prof. Saraswat urged the state government to expedite the filling of both academic and non-academic vacancies across universities and to allocate dedicated funds for infrastructure development.
Calling upon university employees to uphold discipline, efficiency, and meaningful utilization of time, he emphasized that administrative strength and academic integrity must go hand-in-hand for NEP reforms to take full shape.
His message positioned the university not merely as an administrative unit but as a dynamic ecosystem for innovation, employability, and nation-building.

Devnani’s Three Resolutions for the Delegates

Devnani encouraged the association to return from the three-day convention with three solemn commitments:

All universities in Rajasthan will fully implement NEP 2020 by 2026.

Non-teaching staff must be placed at the core of the educational system.

Universities and public representatives should establish exemplary relationships grounded in dialogue, participation, and shared goals.

He added that universities should create responsible citizens, provide employment-oriented education, and stay free from political interference to ensure smooth implementation of the policy.

Other Speakers

State Governor’s Advisor Prof. Kailash Sodhani, the keynote speaker, described NEP 2020 as thoroughly student-friendly, offering learners complete freedom to choose subjects and design the duration of their degree pathways.
Special guest Chandra Das Atwal, President of the Haryana Provincial Unit of the All-India University Employees’ Federation, also shared his perspectives.

Executive President of the All-India University Employees’ Federation and Patron of the MLSU Employees’ Association, Bharat Vyas, expressed concern over declining staff strength, emphasizing that adequate staffing and trust are essential for NEP execution.

Ceremonial Highlights

The event began with traditional lamp-lighting before the statue of Maa Saraswati, followed by the university anthem. Recently retired employees were felicitated with citations, and winners of employee sports competitions were honored. The session was conducted by Ekta Sharma and Vineet Chaubisa.
