Fulfilling Prime Minister Shri Narendra Modi’s vision of Digital India and Good Governance, the Rajasthan Government under the leadership of Chief Minister Shri Bhajanlal Sharma has achieved historic milestones in revenue reform and growth. Through extensive digitalisation and the strategic use of technology, transparency has been significantly enhanced across key sectors such as GST, Stamp & Registration, Excise, Mining, Energy, and Transport.
Strict compliance with government rules and orders has been ensured, while activities like fake billing and illegal mining have been effectively curbed. As a result, revenue collection efficiency has improved substantially, strengthening the financial capacity of the state.
Strong Revenue Growth Through Structural Reforms
The state government has consistently implemented structural reforms in both tax and non-tax categories, ensured digital monitoring, and adopted data-driven action plans. The outcome is evident:
In the financial year 2024–25, Rajasthan recorded a 12.60% increase in total revenue compared to the previous year.
₹14,200 Crore Additional Revenue in One Year
With comprehensive reforms, effective digital surveillance, and the use of data analytics, the government has established strict control over revenue leakages such as fake billing and illegal activities. These focused efforts have resulted in more than ₹14,200 crore additional revenue compared to last year, marking a significant boost to the state’s fiscal strength.
GST & Commercial Tax Reforms: Data-Driven Action Curbs Tax Evasion
The department strengthened Revenue Intelligence–based analysis and prepared over 45 data-driven reports, enabling the identification and prevention of fake billing.
Through e-way bill matching, return profiling, and advanced IT tools, high-risk taxpayers are closely monitored and appropriate action is taken. Suspicious and fake registrations have been identified and cancelled, making the tax system more transparent and reliable.
Innovations such as ITMS have simplified filing procedures for traders, leading to a notable increase in voluntary compliance.
Excise Reforms: E-Lottery for Liquor Shops, Digital Supply Chain Monitoring
Over the past two years, the Excise Department has conducted intelligence-based enforcement drives to curb illegal liquor manufacturing, transportation, and sale. Large quantities of illicit liquor were seized, illegal distilleries destroyed, and smuggling networks dismantled, effectively preventing revenue leakage.
By adopting e-Excise systems, QR-based tracking, digital permit systems, and end-to-end supply chain monitoring, transparency and compliance in the excise system have improved significantly.
The introduction of an e-lottery system for liquor shop allotment has eliminated human intervention and reduced corruption, ensuring a fair and transparent licensing process.
Stamp & Registration Reforms: Over 5 Million Documents Registered
Revenue Exceeds ₹20,599 Crore
Digital reforms in stamp and registration have delivered clear positive results. Systems such as e-Registration, e-GRAS, RajStamp, and the 181 Helpdesk have made the registration process faster, simpler, and more transparent, saving both time and cost for citizens.
In the last two years, over 5 million documents have been registered, generating more than ₹20,599 crore in revenue.
Amnesty Schemes & Concessions Bring Relief to Industries and Citizens
The government rationalised DLC rates based on road width and actual construction cost, ensuring fairness. Significant concessions were provided on stamp duty for family property transfers, joint registration in women’s names, purchase of small flats, TDR, and debt assignments.
Additionally, several amnesty schemes were introduced to resolve long-pending disputes related to land tax and stamp duty, offering major relief to industries and the general public.
The state has developed 10 mini sub-registrar offices as model offices, and the process to upgrade the remaining 106 offices to the same standard has already begun.
Together, these initiatives reflect the spirit of “Growing Rajasthan – Our Rajasthan,” giving the state a new identity built on transparency, efficiency, and inclusive development.
