Rajasthan Plans to Adopt Maharashtra’s Successful Power Distribution Model

Mumbai – Rajasthan has decided to emulate Maharashtra’s highly effective electricity distribution model, which has successfully turned the state’s power companies into profitable entities while steadily reducing electricity tariffs for consumers.

The announcement follows a high-level meeting between Rajasthan Chief Minister Bhajanlal Sharma and officials from Maharashtra’s energy department. During the meeting, Rajasthan expressed keen interest in studying and adopting Maharashtra’s “success power model” that has become a benchmark for other states.

Maharashtra’s Impressive Turnaround

Under the leadership of Chief Minister Devendra Fadnavis, Maharashtra has achieved a rare feat in India’s power sector. The state’s electricity distribution companies (discoms), previously burdened with massive losses, have been transformed into profitable organisations. Maharashtra now stands as the first state in the country to consistently lower electricity tariffs over the past five years while improving service quality.

This remarkable turnaround was made possible through focused reforms, including:

Aggressive innovation and a strong push towards green energy
Widespread adoption of smart metering and prepaid systems
Efficient management of agricultural power subsidies
Successful implementation of the Prime Minister Surya Ghar Muft Bijli Yojana (rooftop solar scheme)
Strict measures to curb power theft and improve billing and revenue collection
Enhanced consumer service delivery and reduction in power outages
As a result, Maharashtra’s discoms have wiped out accumulated losses and emerged as one of the highest profit-earning public sector undertakings in the state.

Growing Interest from Other States

Maharashtra’s model has attracted attention from several other states facing similar challenges with loss-making discoms. States such as Rajasthan, Madhya Pradesh, and Uttar Pradesh are actively exploring ways to replicate these reforms.

Rajasthan Chief Minister Bhajanlal Sharma has instructed his energy department to thoroughly study Maharashtra’s strategies. A delegation of senior officials from Maharashtra’s energy department recently visited Jaipur to brief Rajasthan’s top bureaucrats and ministers, including the Chief Secretary and the Energy Minister, on the key elements of their successful model.

Rajasthan is particularly interested in the following aspects of Maharashtra’s power sector reforms:

Strategies to convert loss-making discoms into profitable entities
Large-scale deployment of smart meters
Reforms in subsidy delivery to farmers through direct benefit transfer
Integration of renewable energy, especially rooftop solar
Measures to reduce technical and commercial losses
Improvements in consumer service and power supply reliability
Senior officials from both states discussed how Maharashtra achieved continuous tariff reduction while ensuring reliable electricity supply to domestic, agricultural, and industrial consumers.

Significance for India’s Power Sector

This development is being viewed as a positive step towards reforming the power distribution sector across India. Most state discoms continue to incur heavy losses, relying heavily on government subsidies that strain state finances.

Maharashtra has demonstrated that with strong leadership, administrative efficiency, technological intervention, and consumer-centric policies, power distribution companies can become financially sustainable while delivering affordable and quality power.

If Rajasthan successfully implements this model, it could encourage other states to follow suit, potentially triggering a nationwide shift towards efficient and self-sustaining electricity distribution. Success in this initiative could set a new standard for power sector governance in the country.
