Memorandum Submitted to the Chief Minister Protesting Non-Posting of Principals and Vice Principals for Over a Year

Banswara: A major development has emerged from Rajasthan’s Education Department. The Directorate of Secondary Education, Bikaner, has reportedly initiated preparations to cancel the recently conducted Departmental Promotion Committee (DPC) process for the post of Vice Principal.

Meanwhile, protests have intensified over the failure to post promoted Principals and Vice Principals for more than a year. Memorandums were submitted to the Chief Minister at the district headquarters Circuit House and Kushalgarh expressing strong opposition.

It is noteworthy that a seniority dispute related matter is currently pending before the Hon’ble Rajasthan High Court, Jodhpur. In view of the expected court decision, the department is preparing to take precautionary measures.

Department in “Safe Mode” Ahead of High Court Verdict
According to sources, the Directorate’s Legal Cell has sought detailed legal advice from the Additional Advocate General (AAG) regarding the matter.

To ensure full compliance with the anticipated High Court judgment and avoid legal complications, the department has reportedly completed its preliminary preparations. It is believed that official orders may be issued immediately after the court delivers its verdict.

Promotions on 11,500 Posts Under Threat, Anxiety Among Teachers
Earlier, the Directorate of Secondary Education had promoted around 11,500 lecturers and headmasters to the post of Vice Principal through DPC. Additionally, nearly 5,365 Principals have also been awaiting posting orders for more than a year.

The possibility of cancellation of such a large-scale DPC has created panic across the education sector and among teacher organizations in Rajasthan.

The Rajasthan Teachers’ Association (Siyaram) has intensified its protest movement. Recently, a massive rally and symbolic funeral procession were organized in Ramganj Mandi, Kota — the Assembly constituency of the Education Minister. The organization also issued a warning to the department and the state government.

What Could Happen Next?
If the DPC is cancelled, the department may have to prepare a revised seniority list in accordance with court directions.

Following this, a fresh Review DPC would be conducted, potentially affecting the ranking and postings of many currently working Vice Principals.

Teacher organizations have warned that they will burn copies of what they describe as “anti-teacher and anti-student black orders” and legally challenge the department for allegedly failing to present the case effectively in court. The organization stated that it stands firmly with the affected employees.

The statement further criticized the Rajasthan Government, saying that despite being a “double-engine government,” it has completely failed and is known for taking U-turns. It alleged that Principals and Vice Principals promoted under “status quo” arrangements have remained in the same positions for the past 13 months without being posted to schools. Using the court case as an excuse to potentially revert these promotions would be extremely unfortunate.

The organization added that it is their duty to alert the government in time. If the government listens to the teachers, it would be beneficial; otherwise, the public will give its verdict at the appropriate time.
