Dr. Deepak Kumar Shrivastava Officially Nominated to BIS Working Group for Revision of Public Library Guidelines

Dr. Deepak Kumar Shrivastava, a leading public librarian and national-level library reformer, has been officially nominated and registered as a Member of the Working Group (WG-9) under the Management and System Division Council (MSD-5) of the Bureau of Indian Standards (BIS) for the revision of Indian Standard IS 15339:2003 – Public Library Guidelines.

The nomination has been formally confirmed by BIS through the MSD-5 Secretariat, granting Dr. Shrivastava full access to committee meetings, agendas, technical documents, and standard-revision activities via the BIS portal. The confirmation was communicated by Shri Kishore Mandal, Scientist-C and Member Secretary, MSD-5 (Documentation and Information), Bureau of Indian Standards.

The revision of IS 15339:2003 is a crucial national exercise aimed at updating public library standards to address emerging challenges such as digital transformation, inclusive and accessible services, community-centric library models, governance reforms, and alignment with international best practices.

Dr. Shrivastava’s inclusion in this Working Group reflects his long-standing contribution to strengthening public library systems, particularly in the areas of accessibility for persons with disabilities, marginalized communities, and modernization of government public libraries.
