Udaipur: A meeting of the District Development Coordination and Monitoring Committee (DISHA) was held on Tuesday at the Zila Parishad auditorium under the chairmanship of Chittorgarh MP Mr. C.P. Joshi. Rajya Sabha MP Mr. Chunnilal Garasia, Udaipur MP Dr. Mannalal Rawat, District Collector Gaurav Agrawal, and Superintendent of Police Dr. Amrita Duhan were also present on the dais.
During the meeting, various public welfare schemes and development works of the Central and State Governments were reviewed department-wise, and officials were directed to ensure effective implementation and timely execution of the schemes.
At the beginning of the meeting, Zila Parishad Chief Executive Officer Virma Ram and Municipal Corporation Commissioner Abhishek Khanna welcomed the public representatives. The meeting included point-wise reviews of issues related to drinking water, agriculture, rural development, animal husbandry, medical and health services, forest department, urban local bodies, food and civil supplies, education, roads, irrigation, and women and child development departments. Officials were asked to provide updates regarding the progress of schemes, utilization of budgets, benefits being delivered to the public, and pending works.
The MPs reviewed the progress of over 100 schemes, including the Prime Minister Crop Insurance Scheme (PMFBY), PM-Kisan, Pradhan Mantri Krishi Sinchai Yojana, e-NAM, Devas Phase III and IV projects of the Water Resources Department, Atal Bhujal Yojana, Ayushman Bharat and National Health Mission, MGNREGA, National Rural Livelihood Mission, Swachh Bharat Mission-Gramin, and nutrition and Anganwadi schemes under the Women and Child Development Department.
In addition, progress under the Pradhan Mantri Awas Yojana, Jal Jeevan Mission, Pradhan Mantri Gram Sadak Yojana, Ujjwala Yojana, Digital India, Beti Bachao Beti Padhao, and several other welfare schemes and programs was also reviewed.
The MPs instructed officials to ensure that the benefits of development schemes reach eligible beneficiaries on time and that no compromise is made in the quality of work. Special emphasis was laid on strengthening drinking water supply, roads, healthcare, and electricity facilities in rural areas. Officials were also directed to dispose of pending cases promptly and maintain coordination with public representatives.
Benefits of Schemes Should Reach the Last Person
Addressing the meeting, MP C.P. Joshi said that the objective of the Central Government’s welfare schemes is to ensure development reaches the last person in society. He instructed officials to implement schemes effectively and transparently. He also emphasized that there should be no unnecessary delay in public-related works and that departments should work in coordination.
Rajya Sabha MP Chunnilal Garasia said that the true benefits of schemes can only be achieved when officials work with sensitivity and dedication. He stressed improving coordination between public representatives and the administration to make development works more effective.
Udaipur MP Dr. Mannalal Rawat said that special attention is needed for the expansion of basic facilities in rural and tribal areas. He emphasized speeding up work related to drinking water, roads, healthcare, and education, along with regular monitoring of schemes.
Physical Verification of Jal Jeevan Mission Works Ordered
Extensive discussions were held regarding works completed under the Jal Jeevan Mission. Committee members expressed dissatisfaction over the quality and effectiveness of the works, stating that the benefits of the Prime Minister’s ambitious scheme were not reaching the common people adequately.
In response, MP C.P. Joshi directed District Collector Gaurav Agrawal to constitute special teams for physical verification of the completed works. He said the government’s objective is to ensure tap water reaches every household. He instructed that verification should be carried out in coordination with local public representatives and DISHA committee members to ensure proper implementation of the scheme.
Departmental officials were also directed to complete all pending works at the earliest while keeping public interest as the top priority.
Other Important Issues Discussed
Discussions were also held regarding proposals and approvals under the Pradhan Mantri Krishi Sinchai Yojana, progress of the Devas Phase III and IV projects, and the construction progress of the Bagolia Dam feeder project.
MP Dr. Rawat stated that, as per the Chief Minister’s instructions, old water sources and stepwells should be revived and utilized for drinking water purposes.
During the road infrastructure review, Dr. Rawat raised the issue of damaged roads in various assembly constituencies of the district. MP C.P. Joshi sought details of roads approved under different schemes and instructed officials to ensure quality standards in construction works.
While reviewing Smart City projects, Dr. Rawat highlighted the need for inspection of sewerage and drinking water works in the old city area. He stressed that the Municipal Corporation should prioritize resolving public grievances. Concerns were also raised regarding the deteriorating condition of parks in different parts of the city, and officials were instructed to take necessary corrective measures.
Rajya Sabha MP Chunnilal Garasia also suggested re-inspection and review of completed Smart City works and directed officials to focus on newly added gram panchayats under UDA jurisdiction.
The MPs also reviewed the progress of NFSA implementation, the status of e-KYC, and the disposal of applications under the PM Ujjwala Yojana. Furthermore, dissatisfaction was expressed regarding the poor condition of buildings in various government schools across the district, and MPs raised concerns about the quality of ongoing construction works.
