Ahead of the upcoming Budget Session of the Rajasthan Legislative Assembly, the Bhajanlal Sharma-led government has intensified its activities and begun taking swift and decisive steps to push forward its development agenda. Following the unopposed election and formal installation of Nitin Nakeeb as the National President of the Bharatiya Janata Party in the presence of the Prime Minister and senior BJP leadership, and after a dinner hosted at Bikaner House in New Delhi with Union Ministers and MPs from Rajasthan, Chief Minister Bhajanlal Sharma returned to Jaipur and chaired an important cabinet meeting.
Several significant decisions were taken during the meeting.
Keeping in view the challenges faced by permanent residents in disturbed areas—where people are often forced to sell their immovable properties at low prices—the cabinet approved the draft of **“The Rajasthan Prohibition of Transfer of Immovable Property and Provision for Protection of Tenants from Eviction from Premises in Disturbed Areas Bill, 2026.”** Once enacted, the bill will protect the properties of permanent residents and the rights of tenants in disturbed areas, thereby helping maintain communal harmony and social structure in the state. The bill will be tabled in the upcoming Assembly session.
The cabinet also approved the **Rajasthan Aerospace and Defence Policy–2025**, aimed at promoting defence and space technologies and positioning Rajasthan as a major hub for aerospace and defence manufacturing. The policy focuses on attracting large-scale investments while encouraging MSMEs, startups, and an innovation-driven ecosystem, thereby boosting economic growth and employment.
Under this policy, manufacturing projects with fixed capital investment of ₹50 crore to ₹300 crore will be categorized as Large, ₹300 crore to ₹1,000 crore as Mega, and above ₹1,000 crore as Ultra Mega projects. For the service sector, investments of ₹25 crore to ₹100 crore will be considered Large, ₹100 crore to ₹250 crore Mega, and above ₹250 crore Ultra Mega. To provide long-term relief to industries, incentives include 100 percent exemption from electricity duty for seven years, 100 percent reimbursement of mandi/market fees for seven years, 75 percent exemption in stamp duty and conversion charges, along with 25 percent reimbursement. The policy is expected to attract major investments, establish high-tech industries, and create quality employment opportunities for youth.
In another major decision, the cabinet approved the state’s first **Rajasthan Semiconductor Policy–2025**, a landmark step towards making Rajasthan a leading destination for semiconductor manufacturing, design, packaging, and allied electronics. Projects approved under the India Semiconductor Mission will receive attractive incentives. The policy also promotes green development through reimbursement of up to 50 percent of the cost of environmental projects, 100 percent exemption from electricity duty for captive power plants for seven years, and 50 percent concession in consent fees for units certified under the Rajasthan Green Rating System.
To promote renewable energy, the cabinet approved the conditional allotment of 72.06 hectares of land in village Lakhusar, Bikaner tehsil of Bikaner district, and land in Ramgarh sub-tehsil of Jaisalmer district for solar power projects. These decisions will enhance the state’s solar power generation capacity and ensure better electricity supply for the public.
The cabinet amended the **Rajasthan Civil Services (Conduct) Rules, 1971**, making any government employee who participates in, facilitates, or personally enters into a child marriage liable for disciplinary action. The definition of child marriage will now be as per the Child Marriage Prohibition Act, 2006, which defines a child as a male below 21 years of age and a female below 18 years of age.
Aligned with Prime Minister Narendra Modi’s vision for the welfare of the poor, youth, farmers, and women, the state government also discussed organizing the **Global Rajasthan Agritech Meet (GRAM)–2026**. To ensure participation of farmers and livestock rearers and to extend the benefits of welfare schemes, **Gram Utthan Shivirs** will be organized at every Girdawar Circle from January 23. These camps will be held in two phases—on January 23, 24, 25, and 31 in the first phase, and on February 1 and February 5 to 9 in the second phase. In total, 2,839 camps will be organized across the state over 10 days from 10 am to 5 pm. Prior to this, Gram Sabhas will be held on January 22 to inform villagers about the activities of the camps. This decision is also considered significant in view of the upcoming Panchayati Raj elections.
The cabinet further decided that on **January 23, the auspicious occasion of Basant Panchami**, a **Mega PTM (Parent-Teacher Meeting)** will be organized simultaneously in all government schools across the state. This will be the largest educational participation event ever held in Rajasthan, with an estimated participation of 65 lakh parents—far exceeding the previous record of 41 lakh parents in the Mega PTM held on October 31. On Basant Panchami, Saraswati Vandana and Krishna Bhog will also be organized in all government schools, strengthening cultural values, collective participation, and a positive educational environment.
The proactive decisions taken ahead of the Budget Session regarding new laws and policies are expected to add new dimensions to Rajasthan’s economic, social, and cultural development in the coming days.
